Started CI for tile engine. |

To maintain uniformity, changes has to be cascaded to GEMM Multi D and GEMM Preshuffle operators as well |
- previously used cout instead of ofstream - fixes spurious issue where json output was contaminated with unwanted warning that was captured by python subprocess - add argument to C++ parser with path to file output
